Challenge
A Foreign Ownership, Control or Influence (FOCI) review must be conducted on any corporation, company, or entity that performs work for the federal government. At the Department of Energy’s Office of Environmental Management (EM), FOCI reviews were conducted at the site level, where EM field individual sites performed reviews to meet unique local needs.
This process created continuity, consistency, and resource issues when a review was performed at one location that did not fully meet the requirements at another. Furthermore, staffing shortages resulted in long lead times for completion which delayed essential work from beginning at the field sites.
Solution
BGS developed a vision to centralize the FOCI process within EM headquarters. The process would alleviate much of the work being done at field sites and would also create an office to standardize the process across all EM sites.
The initial idea was well received, and once approved, BGS staffed those positions with technically proficient personnel, ensured they were properly trained, and developed the policies and procedures for internal consistency and compliance.
In less than one year from presenting the vision, the FOCI program started taking responsibility for reviews from EM field sites and was also conducting oversight and assistance to establish a standardized and consistent process.
