Cecil Parks
Interim Nuclear Solutions Business Unit Manager
Cecil Parks, Ph.D., is currently serving as the Interim Nuclear Solutions Business Unit manager and the Chief Nuclear Technology Officer at Boston Government Services. Dr. Parks is a leader in advancing nuclear technologies and providing strategic, technical, and programmatic consultation to commercial and federal clients. He is responsible for leading business operations, business development, client relations, contract execution, and overall strategic direction and leadership for the business unit.
Dr. Parks joined BGS in 2021 following nearly 43 years at Oak Ridge National Laboratory (ORNL). For over a decade, Dr. Parks served as an ORNL Division Director responsible for management, strategic planning, and execution of applied research and development (R&D) missions focused on nuclear reactor and fuel cycle systems, enrichment and processing of special nuclear material, isotope production and processing, and nuclear nonproliferation and safeguards.
He has extensive experience in business development and execution with a wide range of government agencies including the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), the Nuclear Regulatory Commission (NRC) and Department of Defense entities. He has collaborated nationally and internationally to address nuclear safety and nonproliferation challenges and has supported strategic planning and independent reviews for the NNSA, NRC, and the National Academies of Sciences, Engineering, and Medicine.
Dr. Parks is the author or co-author of over 150 technical papers, ORNL or NRC reports, and journal articles. He is a Fellow of the American Nuclear Society (ANS) and received a Secretary of Energy Distinguished Service Award in 2021.
Dr. Parks has a Ph.D. in Nuclear Engineering from the University of Tennessee and M.S. and B.S. degrees in Nuclear Engineering from North Carolina State University. He also has a B.S. in Mechanical Engineering from North Carolina State University. He is a Fellow of the American Nuclear Society (ANS) and received a Secretary of Energy Distinguished Service Award in 2021.
