Dr. Lou Qualls
Senior Vice President, Nuclear Solutions
Dr. Lou Qualls leads the Nuclear Solutions business unit at Boston Government Services, LLC (BGS), overseeing strategic direction, staff development, financial planning, and profit/loss performance.
BGS Nuclear Solutions supports both federal and commercial clients across the nuclear industry. Its areas of expertise include nuclear safety, NRC licensing, design engineering, operational readiness, technology road mapping, and programmatic support. Current clients include multiple offices within the Department of Energy (DOE) and Department of Defense (DOD), as well as power utilities and advanced reactor developers. BGS contributes to a range of efforts, including nuclear facility development and modification, fuel cycle projects, advanced reactor demonstrations, and upgrades to existing facilities.
Dr. Qualls has over 35 years of experience in the nuclear sector ranging from advanced technology research to establishing and directing national programs for the U.S. Department of Energy. Prior to coming to BGS, he worked over 30 years at the Oak Ridge National Laboratory, where he served as the ORNL Reactor Technology Integration Lead and the DOE National Technical Director for the Molten Salt Reactor Technology Program. He was involved in numerous DOE and NASA advanced reactor conceptual development efforts that are today the focus of commercial nuclear initiatives in terrestrial power, space power and propulsion, and fusion energy.
Dr. Qualls is deeply connected to the Oak Ridge and Tennessee commercial nuclear and broader energy sectors through his work on the Nuclear Working
Group of the East Tennessee Economic Council and the Tennessee State Energy Policy Council. He served as the Vice-President for Fission and Fusion Systems in the Nuclear Solutions Business Unit at BGS since 2022.
